INTRODUCTION and SCOPE
The Performance Concept provides a flexible and technically
non-prescriptive framework for building design and construction. Its
application in building consists of translating human needs to user
requirements (for serviceability, safety, security, comfort and
functionality within the building's spaces, and for an adequate life
expectancy of the building and its parts); transforming them into
technical performance requirements and criteria; implementing them in the
various stages of conceptual, preliminary and detailed design, to enable
cost-effective construction of buildings that provide long term
satisfactory performance. In addition it is applied in the regulatory
framework, via building codes, standards and performance specifications;
in the processes of evaluation and assessment of innovative building
materials, components and whole building systems, and lately as the
underlining definition of quality for the modern approach to quality
assurance according to ISO 9000.
Application and implementation of the Performance Concept throughout the
building process is of world-wide growing interest. It is now well
recognized that the language of performance can become the basis for
harmonization and globalization of the building market, and be a means
for eliminating barriers to trade. Endeavors in implementing this
approach are being carried out in many countries. Just to mention a few:
building codes and standards nowadays undergo major revisions in order to
replace the constraining prescriptive rules by performance based codes,
standards and guides. Evaluation of innovations is carried out by
technical assessment bodies against the required performance levels of
the buildings, and not merely as a check of compliance with existing
regulations, building codes and standards. In major building projects
technical programs are preceded by analysis of user requirements and
establishment of functional programs or briefs. Computer-aided
performance-integrated design tools are being developed at research
institutes and universities. Post-occupancy evaluation studies are used
to better understand the actual performance and durability of buildings,
and to derive feedback for the whole process.
In continuation of the first two symposia (1972 in Philadelphia, 1982 in
Lisbon) the focus of The Third International Symposium on Applications
of the Performance Concept in Building will be on actual implementations
and case studies. It will bring together researchers and practitioners,
to provide a discussion forum on the subject, and thus become a meeting
place for those engaged in studying and solving the issues this approach
raises when applied in the reality of existing building markets.
SYMPOSIUM PROGRAM
Working sessions will be held on Monday, Dec. 9, Wednesday and Thursday,
Dec. 11,12. On Tuesday, Dec. 10 several professional trips will be
suggested. Each will include new building projects, as well as some
historical building attractions.
The opening and closing sessions will include invited Keynotes by
international experts in the area. The other working periods will be
arranged by Themes in two parallel sessions. A discussion period of 30
minutes will conclude each session. Poster presentations will be
organized according to the Themes of the oral sessions.
Themes 1 to 6 (Monday afternoon, and the whole of Wednesday) relate to
different levels and stages in the building process. A keynote by an
international leader in the Theme will open each session, and will be
followed by several presentations of case studies, chosen carefully from
the full length submitted papers. The presentations will be devoted to
examples of application and implementation of the Performance Concept in
the various areas that are relevant to the particular Theme. Successful
connections and interactions with the other stages in the building
process, as well as difficulties and barriers, may (or even should) be
highlighted, but the main focus and details of these presentations should
be within the main Theme.
Theme 7 (Thursday morning) will be devoted to world-wide examples of
various existing buildings and projects for different occupancies, in
which the Performance Concept was actually applied a6d implemented during
most stages of the building process. Here presentations are expected to
clearly demonstrate how the Performance Concept was systematically
applied along the process, and not merely at some selected stage(s).

World-wide examples of systematic application of the Performance Concept
throughout the whole building process of regular or Intelligent Buildings
for occupancies such as: The Elderly, The Handicapped, Affordable
Housing, Schools, Offices, Hotels (Hostels, Dormitories), Buildings for
Industry, Shopping and Entertainment, Hospitals, Libraries, etc.

CLOSING SESSION - 14:00-16:00
Closing Keynotes
CALL FOR PAPERS
Proposals of papers and posters for presentation under the various Themes
are invited. Abstracts should be in English, up to 250 words, and
typewritten. Authors are asked to clearly indicate the adequate Theme for
their presentation, and whether they prefer it to be an oral or poster
presentation. Instructions to authorswill be sent with the note of
acceptance of the abstract. Final acceptance of the contributions for
oral presentations will be based on full length papers. Selected papers
will be included in a Special Issue of the Automation in Construction
journal, which will be published after the Symposium. Strict adherence
to the following schedule is essential in order to have the paper
accepted for the symposium and the journal.
SCHEDULE
February 1, 1996: Last day for receipt of abstracts.
April 1, 1996: Notice of acceptance of abstracts to potential
authors, and request to submit full length papers.
July 1, 1996: Last day for receipt of full length camera ready
papers or poster-papers.
October 1, 1996: Notice of acceptance of full length papers for oral
presentation, poster presentation, the journal, or
the proceedings only.
PROCEEDINGS
The proceedings will include all the accepted papers and posters,
and will be available to participants at the symposium desk.
VENUE
The Symposium will be held at the Dan Panorama Hotel, which is located on
the Mediterranean sea-shore of Tel-Aviv, and in close proximity to many
other hotels and activity centers.
SOCIAL PROGRAM
Welcome cocktails on Sunday, Dec. 8.
A Symposium Dinner on Wednesday, Dec. 11.
Professional and cultural trips on Tuesday, Dec. 10.
CULTURAL AND ACCOMPANYING PERSONS PROGRAM
The days of Dec. 9 to 12, 1996 fall during the Israeli Hanukkah Holiday
week. This is a good opportunity for participation in many local cultural
events. In further announcements a cultural and accompanying persons
program will be suggested. Accompanying persons will also be encouraged
to participate in the professional trips on Tuesday, Dec. 10, 1996.
FEES
The symposium fee will be approximately $500 (+17%VAT if paid in Israeli
currency), per person, and includes attendance, one set of the
proceedings, welcome reception, symposium dinner, coffee breaks and
lunches, and the professional trips. The fees for the accompanying
persons programs, and their participation in the social program will be
noted in forthcoming announcements.
