FWIW, I don't agree with Corley's statement that "there was no trade-off
between safety and cost of construction". I believe they were budget
buildings. I wonder if anyone has studied the discussions that went on
during the preliminary design phase and how much cost control was a
factor in dictating the design. Is anyone seriously thinking that these
two buildings were as solid or as able to resist a plane as the Empire
State Building with its superior redundantcy?
