Jim, The 1997 UBC gives values, but the relationship between your conditions and the Code values is ambiguous. The Code values are based on masonry prism strengths, not grout strength, and, for tension values, are dependent on edge distance. Prism strengths are typically less than grout strength. Some representative Working Stress values from Section 2107.5 for fm = 1500 psi, 4" edge distance tension capacity, Bt: = 970 lb; 3" edge distance tension capacity, Bt - 550 lb; 2" edge distance tension capacity, Bt = 240 lb; shear capacity, Bv = 1330 lb.
