Towers are not my cup of tea, but I was once involved in my salad days as an inspector on an antenna farm project at Pt. Barrow. it occurs to me that you will be increasing the load on the tower frame by moving the guys up (more transverse moment and more axial load if the guy angle gets steeper) while you are reducing the load capacity due to increased slenderness. Sounds like a formula for failure to me. The Coast Guard is wise to want to take an in-depth look at this. Depending on where in Alaska this thing is situated, you could have serious icing on the tower and guys, really high wind, and a pretty high variation in temperatures to consider, not to mention side issues like vibration. If you find somebody, make sure they have done these kind of structures in similar conditions before.
